Our research did not find the creator, or the origin of this day.
It is possible this holiday may of been created by the greeting card industry because we find reference to it on greeting card sites but no reference to the background of the holiday. Such as- why the month of January and why the 22nd day??  That's the question...

This holiday is still referred to as a "National" day.  However, we did not find any congressional records or presidential proclamations for this day. Even though we didn't, this is still a Weird Holiday that is publicized to celebrate.

That's a really good question. First of all we know that "come in from the cold" could actually mean -to come in out of the cold and warm yourself. or it could be an idioms. So what is an idiom? The Free Dictionary says the definition is: if someone comes in from the cold, they become part of a group or an activity which they were not allowed to join before. We also find definition meaning: to be accepted by society. Unfortunitely we did not find enough information about this holiday to figure out which meaning this holiday was based on. Some information implies it has a spiritual meaning. We say, just enjoy the day and have fun with it.  "Live everyday like a holiday!"
