It is possible this holiday may of been created by the greeting card industry because we find reference to it on greeting card sites that say-
"Hey, it's Hell Is Freezing Over Day!" "Time to bring up all the odd ideas of having fun that you said you'd do when hell freezes over." "Add to the fun by sending our cool ecards to all your near and dear ones.
Why January and Why the 31st day?
We did not find any reference to why the month of January or why the 31st.
This holiday is referred to as a "National" day- However, we did not find any congressional records or presidential proclamations for this day. Even though we didn't, this is still a holiday that is publicized to celebrate.
