Our research did not find the creator, or the origin of this holiday. This holiday is referred to as a "National" day. However, we did not find any congressional records or presidential proclamations for this day. Even though we didn't, this is still a holiday that is publicized to celebrate. So have fun with it and celebrate it!

Our research of this holiday
We couldn't find out if this holiday is celebrated by looking for any type of circle or if it is talking about looking for crop circles-
Crop circles are patterns created by the flattening of crops such as wheat, barley, rapeseed (also called "canola"), rye, corn, linseed and soy. The term was first used by researcher Colin Andrews to describe simple circles he was researching. Although since 1990 the circles have evolved into complex geometries, the term "circle" has stuck.
So in light of not knowing which meaning this holiday actually is- We say celebrate it by finding circles of anykind for the day and make it part of a fun day for your family.
I know personally..... when I get to work on this day I know I will see at least 5 circles around the eyes of many of the women I work with- hehehe! Does that count too?
